Measurement instructions for proper fullness:
Determine whether you want an inside or outside mount and measure accordingly. Typically rods are mounted 4" above the window frame. Allow 1" - 3" on each side of the window. Fabric should measure 2 to 3 times the width of the window frame, not the window. Measure where the rod brackets will be installed.
